1: Design
For military systems to be as competitive as possible, it is necessary to consider functional considerations as early as the operational analysis and wargaming phase. Functional decomposition would traditionally have started during the engineering activity
within a program as part of the process of addressing the requirements that had been placed on the program.
OA allows functional areas of high operational value to be identi昀椀ed early, pre-program. These may be critical functional requirements that are shared by multiple systems in the same operational context, presenting a commonality opportunity; or they may
be critical functional requirements where the operational context is uncertain or has an expectation of rapid change, presenting a
con昀椀gurability opportunity.
Identifying these up-front provides an opportunity for common speci昀椀cations or commodity products that enable these high value
functions can be developed to recognized standards and required to be re-used across programs that share the common scope;
or for expected high change functions to be modularized, and a centralized management strategy to be implemented separate
from Original Equipment Manufacturer (OEM) dependency.
Within the program, further bene昀椀ts of OA design can be applied to provide modularity, con昀椀gurability, extensibility and scalability.
